About International Parental Child Abduction
International Parental Child Abduction (IPCA) occurs when one parent takes a child from their country of habitual residence to another country without the other parent's consent or without a court order. It is considered a serious violation of both the rights of the child and the rights of the other parent. It a federal crime in the United States (18 USC §1204) for a parent or other individual to remove or attempt to remove a child from the United States or retain a child outside the United States with intent to obstruct another person’s custodial rights.
